If Scott Walker looses the recall election tomorrow how long would it be before the new governor is sworn in?
If he sets loose the election? Instead of keeping it penned up?

Per Wisconsin law 9.10 (5) (b),
The certificate of election is issued by the state canvassing board within a few days after the election.
So he could go about pardoning people over those last couple of days? Doesn’t seem right.
No different from any defeated incumbent that has a lag between the election and the end of the term.
There will be a “declared” winner followed several days (weeks?) later by an “official” winner after the votes have been officially counted. The swearing-in ceremony of the next govenor would take place after the vote count has been officially accepted.
Various legal issues could put the official announcement off for months.
Otherwise, Walker has the job until Jan 5, 2015.
