In Illinois do I need an FOID card for a Crossman 1377 pellet gun?

Apparently not nor would you in most (any?) state for that model. Illinois has some restrictions for airguns but only over certain calibers and velocities. Your example is .177 caliber (one of the most common sizes) and has a maximum velocity of 600 feet per second. Both of those are under the .18 caliber and 700 fps limits respectively.
Illinois treats certain non-powder guns as firearms, defining high-power and/or large caliber non-powder guns as firearms and thus making all purchase, possession and transfer requirements under state law applicable to these guns. Illinois excludes from the definition of firearms any pneumatic gun, spring gun, paint ball gun, or B-B gun which expels a single globular projectile not exceeding .18 inch in diameter or which has a maximum muzzle velocity of less than 700 feet per second or which expels breakable paint balls containing washable marking colors..
I am not an expert on Illinois law but, if they will sell it to you at Wal-Mart within the state without a license, it is most likely legal. They are legal here in Massachusetts which has similar laws without any license to those over 18.
Just be careful. You’ll shoot your eye out.

Now if I can just find someone to sell me one…apparently no one will let me pick one up or ship it…
Hmmm… IIRC, the limit in Canada is 500fps. I wonder if there is a lower limit like that in some states, which might stop some vendors from shipping to some states.
Municipalities can have stricter laws. Chicago does.
Michigan used to treat pellet pistols the same as firearm handguns, with the same licensing/registration requirements. apparently this was changed not too long ago.
