I'm in NYS. Felony to touch cop's gun? In sentencing for crime with gun, a year for every bullet?

Touching a cop’s gun in NYS will get you severely restrained and locked up for assault on a police officer (you don’t want that). There is no “year per bullet law” - that’s just asinine, and not even the NY lawmakers/courts would allow it.

The only bullet that matters is the one that is fired/strikes.

I thought so too. Thing is, one cop told me one, another cop the other about the bullets.

Which reminds me, isn’t there some sort of ruling about a cop being allowed to lie to you before making an arrest?

Cops don’t have any particular duty to tell you the truth, before or after your arrest, if that’s what you mean. But they can’t lie about whether or not you’re under arrest, or what your rights are.
