The “Data table” feature in Excel does exactly that. Select your header row and block of data rows below, click the Filter button and viola: The heders turn into dropdowns and the list filters based on which values you restrict in which columns.
I don’t know that Excel online is free, but it’s a darn good bet that definitely-free Google Sheets has a very similar capability although probably with slightly different terminology.
@Eleusis, can I also put in a good word for Airtable.com? I’m not affiliated with them, but they offer a very nice service, like a modern web-based Access that’s super easy to use and share, and has a generous free plan.
You can easily mix & match column filters there, link to related tables (like companies), or show the same data in a gallery view (and still apply filters), etc.
