Seems harmless enough to me, if the person has something to say on the subject, but not necessarily a direct answer to the question.
Do you mean people who start with “I don’t know, but…” and then give what they believe to be the correct answer, or people who start with “I don’t know, but…” and then post something completely off-topic?
The latter I can support pitting, but as for the former, it seems to me that the posters who come in acting like unquestionable experts are more likely to be talking out their asses.

I think it depends on the question. For example, “What’s the latest day in Spring it has ever snowed in Ohio?” Someone responds, “I don’t think anyone knows exactly…according to the National Weather Service it is…however, there are many 19th century letters and diaries which claim a later date…”
I agree that it depends on the question. It does annoy me a tad when somebody’s answer is (1) clearly non-responsive; and (2) widely known. However, it does bump the thread and increase the chance that someone who actually knows will respond.
That’s when I’ve seen people do it, lucwarm. Or to make a joke.
