Info on quadriplegic infantile cerebral palsy?

I have a relative (not distant, just not particularly close) who recently had a baby. Apparently the baby has some neurological problems. While there is no official diagnosis yet, the condition that has been floated as a possibility is quadriplegic infantile cerebral palsy. Since I’m a little removed from the people, I don’t have much information, and I haven’t been able to find much in the way of prognosis. I know that with “regular” CP, the range of affectation goes from very minor to very severe.

What little I know:

I was told he had “shaking” in his legs. [Don’t know the severity.] I asked if there were any more symptoms, and the response was:

He hasn’t outgrown his baby reflexes. He tends to lean to the left. When the doctor pulls his head to the right, his left arm comes out and he cries. When he puts it to the left, his right arm comes out but he doesn’t cry. Doctor says they usually outgrow the left right reflexes by 3 months [his age right now], but his are still strong. [ I don’t know what direction “his arm comes out” refers to.]

The GQ: Does the prognosis in this condition include the same wide range as CP? Or is it usually more (or less) severe? Also, any further explanation of the left-right reflexes would help.
