Insurance..terrorist coverage..act of war

The WTC was insured against destruction by terrorist attack. But most insurances do not cover an act of war. Did the Presidents declaration that the devastation was an Act of War nullify the billions of dollars that would normally be paid by the insurance companies to the owners?

I don’t think so. I believe that the ‘act of war’ clause must be from a declared war/police action. The insurance companies will pay. Luckily, the risk is fairly well spread out between companies.
