Internet video phone calls for Military?

We’ve got a friend entering the army soon. She has three kids and will have to spend nearly 6-months away from home in basic & initial training.

We’d like to make a gift to the family of a computer video camera & microphone so she can “phone home” and see & talk to her family.

Do the training bases (she’ll be in TX for at least five of those months - medical training) have a provision on their side for this kind of contact? Any brand/type of required software?

As far as provisions, most bases have computers allowed for use by military members on base. However, it is not likely they will allow her to download her own personal software onto these computers. A lot of bases now have camera phones already hooked up to their computers to allow better communication amongst family members.
