Iraqi embassies, who is in charge?

I was looking a book today with a listing of embassies, and came across Iraq. This got me thinking, who works in all those
embassies now? I know there is not an Iraqi embassy in the USA, but who works in the embassies in Russia, Saudi, China or anywhere else?

I would think the same people that Saddam appointed are still there manning their posts. They would not abandon their positions to run home to Iraq. But, if the government fell, they could not pay their people salaries, which would force the embassy people to abandon their job to do something else.
If the same people are there, then obviously, the rules have changed when it comes to travel and visa regulations. Surely, the USA is not paying Iraqi embassy employees in a 100 plus nations.
