Irish & English Driving

I’m from the states so it was quite an adventure when we went to Ireland and drove around, England too. Anyway here when we come to a red light, we stop, and if we are in the far right lane and making a right turn we are allowed to proceed if the way is clear. Naturally we assumed that would be the case anywhere, just switched around there. But After doing it a couple of times we noticed that nobody else was doing it. Which was really surpring considering how agressive the Irish were behind the wheel. We were there for a week and 19 people died in accidents. In the first hour driving on the highway we saw two cars passing a long line of cars on a 2 lane highway (1 lane west the other lane east). And as they were doing that the rear one actually went ahead and passed the forward one. To do so he had to go all the way over into the far shoulder. So considering that I thought it was really odd that they didn’t take advantage of the ability to turn left after stopping.

So In England and Ireland, when a car in the far left lane comes to a stop at a red light and wishes to turn left, can he do so without having to wait for a green light?

England:

No although occasionally there will be a filter lane to the left which is on a different sync to the main lights but you still have to wait for the green arrow. The whole traffic light thing is usually linked in with the pedestrian crossing lights so turning left on a red light often means mowing down several grannies. It can be messy.
