OK, I just received some spam telling me I’m eligible for an IRS refund (I’m not) and directing me to go and give them my private information.

Is there anywhere to report this?

Hm. I got it today, too. Call me cynical, but I decided to trash it. If the IRS owes me money, I figure they’ll try again.
