I gotta admit I was running on a half night’s sleep yesterday, and so a good deal of the “fog” was my own inability to concentrate. (And the way the damned office phone keeps ringing this morning, I’m having a hard time holding a train of thought [or even finishing this sentence!].)
Anyway: I see now that my attempt at paraphrase left out the key word expect. So the proper paraphrase of your statement appears to be, “Is it reasonable to expect a moron to obtain high public office?” Since it does happen, it is a reasonable expectation. Whether it is desirable is a moose of a different color.
