Yes, since he’s not in charge of hurricane response. That’s still FEMA’s responsibility.
On a separate note, the evacuation went as planned in Texas. Katrina may have helped spur on the importance of relocation. Cities like Houston used their metro and school buses as intended and refueling trucks were used to accommodate stranded motorists. The only thing I saw that was lacking were mono-directional evacuation routes. I expect Texas to adopt this to their emergency plans.

The whole spectacle of endless staged photo-ops trying to make him look in charge has been just bizarre (in addition to the fact that administration actually came out and said that Bush skipped San Antonio visit because it was too sunny and would have looked too unhurricaney for the photo ops). They’re having him stare blankly at weather maps and data that only meterologists can really understand in order to make him seem like a sage checking in on everyone’s work. Ridiculous.
His role is to hire the right people, to make sure they are competant and doing their jobs. He’s not going to run a disaster center, or point out an error in a mathematical comuptation on weather patterns. What are they thinking with this?
You’re absolute right. It’s the President’s job to hire the right people and make sure they’re doing their job. And it’s a waste of money to drag Air Force One around the country. However, Presidents are expected to make an appearance at disasters as a show of support. If not, they are immediately pounced on for their lack of concern. Disapproval of this process is relative (to party affiliation).
The Bush-haters are so blind and rabid that he could have pulled a drowning woman out of the water, done CPR on her and saved her life, and the next day’s headlines would have read “Bush Cops Cheap Feel During Hurricane Misery!”.
