My understanding --from others-- the phone company just add the unpaid amount to your NEXT phone bill.
As long as you pay some part of the bill, they shall continue this cycle.

I’d wager the FCC regs on charges, etc., and whatever red tape governs the legalities of the billing process, says that the phone company shall pay a Federal Tax. Kindly, they pass the honor onto us, the unsuspecting public. But, if you want to keep in good standing with the Ma Belles of today, You’d be wise to pay the bill in full.
