It is widely known that in Scotland it is illegal to smoke in a public building. My question is if im driving my car inside a multi-storey car park whilst smoking, am i breaking the law?
Only if the parking garage is enclosed.

My philisophy teacher at school once reasoned something like this:
Provision: Smoking is not allowed in a public place, e.g. the schoolyard.
Question: Are my shoes to be considered a public place?
Answer: No.
Conclusion: As long as I have my shoes on I am allowed to smoke in the schoolyard.
In Ontario, you can get a ticket for smoking in your truck because it’s considered your workplace (Link). And it’s illegal to smoke in your car if there are kids in it. So it’s possible to prohibit smoking in carparks or cars.

The whole of the UK is a downtrodden mass of nicotine addicts, myself included.
In New York State it is illegal to smoke on school grounds, i.e., any public elementary, middle or high school.

Most multistories are no smoking anyway, and have been since before they changed the law. I keep noticing that a lot of them still have the old fashioned “no smoking/no charging or discharging of fuel tanks” signs up.
I think a lot also depends on what’s in the cigarette.
Not that its a law, but the rules at my work say I have to leave the property if I wish to smoke,can’t sit in my car.
