It’s only a problem if you look at them during the test. 
Ok, is this cheating?
When I went to school, my parents were not rich. I got tutoring for my SATs from a friend, and I took the in-school SAT tutoring.
How about this?
A friend of mine, whose parents were filthy rich, hired professional tutors to come in and train her every single day.
If people don’t think that everything, including test-taking, is divided by money in this country, then they are naive.
I don’t think either of those two scenarios are cheating, but to somehow imply that everyone has equal access is laughable and quite amusing.
