Is the DMV / traffic department / transport office / etc. a universally horrible experience?

Does The Department Of Motor Vehicles Deserve Its Terrible Reputation?

Disclaimer- I have never had a driver’s license. My only dealings with the DMV involve obtaining, renewing, and changing the address on a state issued non-driver ID. The state was supposed to send me a voter registration card with my new address. It never arrived. The polling place usually does not ask to see ID or a voter registration card.
