The Russian GLOSNASS system and the European Galileo system deserves mention.

GLOSNASS is up and running, and currently gives just slightly worse accuracy than GPS. Commercial receivers are available. Galileo is scheduled to come online in 2014.

It’s GLONASS. Also, some receivers can combine measurements from both GLONASS and GPS (and Galileo, when it’s operational) to get a more accurate solution than either system alone could provide.
