I was reading an opinion piece in the 11/27 Christian Science Monitor by an American-born Muslim of Pakistani descent named Mansoor Ijaz, and on the same page there was an audio file of an interview he gave with with the CSM opinion editor, Josh Burek. I know nothing more about Ijaz than was on his Wikipedia page, but that doesn’t really matter for the purposes of this question.

At about the 6:30 mark, he says the Quran repeatedly mentions that if a Muslim chooses to live in a state not run according to Shariah law, he is then bound to fulfill all the obligations of citizenship in that country.
Can anyone help me out by pointing to a place in the Quran that says this? My Quranic knowledge is nonexistent, and I don’t even know what I would search for. I’m just curious as to what textual supports this idea has.
PLEASE-- this is in GQ for a reason. I don’t want this to become a debate; I just want some information. Other things he says in the interview are certainly debatable, as is the article itself, but that’s for another thread in another forum.
So are there any dopers out there well-versed in the Quran (hah! pun!) that can enlighten me on this one?
