Most of the providers expose cell phones to email. Here’s a page that lists some major ones.
I haven’t checked with other cell phone carriers, but with Cingular, you can from their website.

If it’s Verizon, just type AAAEEENNNN@vtext.com, where AAA is the area code, EEE is the exchange, and NNNN is the rest of the number.
Here’s one that will work for several different carriers, just select the right one from the dropdown menu.
As noted, they’re all over the place, and you can use email, too.
