Maybe they don’t do it anymore, but at one time states like Florida and California would release certain prisoners to other states, on the theory that sending them back where their gangs were was just guarantying recidivism.
The receiving states objected, of course.
But would it benefit if the states just swapped ex-cons?

Do you mean extradite them? Or just pay another state to house them?
They are released. I think Florida just put them on a bus and released them in Kansas and said stay out of Florida as condition of probation.
San Francisco has a somewhat-related program for street people. They offer them free bus rides
out of town. At first it was just anywhere, but when other states complained they changed it to
anywhere you had friends or relatives that might take you in. Apparently a good percentage
of the druggies and mental cases did find someone who would help them.
