Yeah, largely. Or “court actions in 19th century England and their emotional toll on people”. Dickens had a lot of personal experience on the subject.
Of course it’s more than that: it’s a love story of sorts, and has bits of both detective story and black comedy. And it’s got weird and wonderful characters, with bizarre names and top hats.
