Is Vietnam in the WTO?

Several of my Vietnamese friends have told me that Viet Nam is now a member of the WTO (as of a meeting a couple of weeks ago). I searched the American news and found a report of that meeting, but it was vague about what the result was. Yesterday, I saw an NY Times article that mentioned in passing that Viet Nam is hoping to enter the WTO soon. So what’s the straight dope?

The General Council approved Viet Nam’s membership on 7 November 2006. Viet Nam will become the WTO’s 150th Member thirty days after domestic ratification of the accession package.
