It’s the US, where the free market capitalism rules, so why should it not be legal? You don’t have laws that state schools must provide books for free, right?
Isn’t that why we pay taxes?

I really don’t think this is real. First off it’s on an undated, unsigned letterhead. Secondly, I found the school on the internet and it’s name is James A Beeway High School, not Senior High School. Third, and this is open to interpretation- I’m definitely getting a tongue in check tone to the whole thing. I mean, it’s on Ebaumsword.
This reads like a joke or a hoax to me. Also note that the letter is not dated.
In answer to your question, it depends on state law. In Maryland, for example, it is illegal for a public school to charge a fee for anything that is required (although it’s not quite a black/white issue).
Unless your school district’s charter (or whatever you would call the document that governs a school district) spells out in exacting detail what fees students can and cannot be assessed, they can charge for anything and everything they want.

The page seems to have been taken down. It might have been nice if you had included a summary of the contents in your OP.
Just to clarify: It is a local school around me and I actually saw one of the letters in-person, so I didn’t just find it randomly on the Internet. The school was called and they had no knowledge of it.
It has things like:
Students will pay 10 cents every time they are late for class
There is a fee of 20 cents per assignment lost
There is a fee of $1 to use the pencil sharpener
There is a $10 charge for the school year to use a desk
Now that I reread it, it’s actually quite humorous. Oh the things people will fall for.
I do seem to remember there really being a move to add fines to actual punishments. The fines would be levied against the parents. The idea was to make it so that uninvolved parents would actually give a crap if their child got in trouble because it would actually affect them.
