Islanders?

In this SFGate article, there is something that I find puzzling:

Spitzer said in a statement that an investigation began last December found the agencies routinely solicited racial preferences from prospective employers and used that information to keep people from being referred for certain jobs.
Some of the agencies openly noted “no blacks,”“no islanders” and “prefers Europeans” in their internal records, he said.

What are “islanders” in this context? Puerto Ricans? Pacific Islanders?

I suspect it means immigrant residents of Caribbean islands.

Since this is a New York case, it’s possible, but unlikely, that it refers to locked-out hockey players from Long Island.

Well, they’re probably all out looking for work, and I would imagine a lot of employers wouldn’t want to employ a bunch of scarred, toothless Canadians.
