Israel/Palestine sharing infrastructure

How much Israeli government sanctioned infrastructure building has there been in the Palestinian territory? What were the results? Did they pave a lot of roads put in phone lines and such? If there were such initiatives did they give up at the first second or even third speedbump? Maybe Palestinian terrorism should be considered a matter of criminal activity as opposed to terrorist activity? Don’t you think most palestinian rock throwers would go home and raise their families peacefully if they saw some opportunity to do so? I know Palestinians have gone to work inside Israel being treated as second class citizens much like Mexicans are treated here. Why is it always treated as a race/religion issue when it might just be a simple class struggle?

Another thing I thought I’d like to add would be an idea for Israel building communities piece-meal. What if they decided to go into specific communities and build up that community, and not punishing that community for the actions of the macro in that they wouldn’t stop building infrastructure as long as they had that community’s support even if Hezbollah and Hamas kept attacking.
