Nope, not “The Payback.” Just listened to it, and doublechecked it against the lyrics site linked to in the OP, and it wasn’t there. This site lists two James Brown songs on the San Andreas soundtrack: “The Payback” and “The Funky President.” Unless there’s a third Brown song not available on the soundtrack, it must be “The Funky President.”
Has to be “The Funky President.” I just checked to game booklet and it only has the two songs Miller mentioned. A quick google of James+Brown+Funky+President gives this site. Looks like you’ve found your song.
