I have a camera that pretty much eats double As, and I’ve amassed a small pile of them. It seems like throwing them in the non-burnable gomi wouldn’t be sufficient. Please note that I am rural, and can’t just stroll down to the battery-disposal store like you might be able to do in a city.

Aside from that, why aren’t you using rechargeable batteries? A lot of digicams will eat alkaline batteries like mad, but get good life out of Li-ion or NiMH rechargeables. (For mine, the difference is like maybe five shots on alkalines, and 50+ on NiMH.)
Regulations depend on your municipality. In some places, yes, you can throw them away with the non-burnable trash. Some electronics stores will also take them in for recycling.
I should really get back to rechargables. I bought some from Radio Shack, and the damn charger crapped out in a month. Of course, by that time I’d lost the receipt, and I never made it back. Dunno why I didn’t think about it recently. Think I’m getting dumber in my old age…
Hm, I’ll check the electronics stores. But if I do throw them in non-burnable, do they get disposed of properly? That’s my concern, not just where I’m allowed to throw them.
I seem to recall that, when I lived in Zama City, Kanagawa Prefecture, the local 7-11 and other convenience stores would take the used batteries off your hands. That was way back in the early 1990s.
It depends on the city as to which day they go out (do you have a flyer with colourful pictures on it?) You usually have to collect them in a clear bag till you have a good lot, then stick a bit of paper on it that says kiken (dangerous) "きけん” so that they know not to chuck it in the muncher bit of the gomi truck.
Here, our batteries go out once a month on the sodai gomi (big gomi) day. In our last place, they went out with the recycleables.
Another thing you could do is ask a neighbour. Say, “Nan youbi ni daseba ii desu ka?” (What day should I put these out?) as you show the batteries to your neighbour.
NiMH rechargeables will last roughly 10 times longer then your alkalines. They pay for themselves very quickly. Don’t hesitate, just buy a new set today.
As for the used up alkalines from your digital camera, they still have lots of juice in them. You can use them for other applications, they’re not dead. They’re just unable to meet the demands of a digital camera.
