john doe habeas corpus

It seems to be a matter of public knowlege that many people have been detained in the US in connection with the Spt. 11 investigation, and that the gov’t refuses to give their names or reasons for detention, beyond declaring them material witnesses.

Is it possible for a judge to issue a writ of habeas corpus for a “John Doe” along the lines of the “John Doe” arrest warrents issued after the OKC bombings?
Can such a writ be applied to non-citizens? It’s my understanding that it applies to anyone held within a court’s jurisdiction.
Has the ACLU or any other party been submitting requests for writs?

In a related matter, I read an article in my local paper that asserted that Zacarias Moussoui, as a foreign national and suspected terrorist, can not have access to the classified evidence against him. This seems to violate the right to confront witnesses. I assume that since he’s being tried in federal court he has been afforded the attendant constitutional rights.
