Jury Duty questionnaires

I’ve gotten jury duty questionnaires in the mail, and I’ve always filled them out and sent them back. There is always a disclaimer in the questionnaire, stating that this is for record keeping reasons only, that my name was picked because I have voted, or gotten a drivers licence, and it is NOT a jury summons. There is always a slightly intimidating statement that, failure to fill out the form, COULD lead to criminal action. What are my rights with a statement like that? Is it written that a person MUST fill out an unsolicited piece of mail? What if I dropped it, and future mailings into the trash? (For what it’s worth, within a month of sending one of these questionnaires in…you guessed it…I am called for jury duty).

If you think that, try dropping your 1040 tax form in the trash when it comes in the mail and see what happens to you eventually.

Obviously, there are laws that require you to do certain things as a citizen in our society, such as file a tax return (and pay the amount owed), serve on a jury when called, etc. And I expect any court would interpret refusing to fill out a jury duty questionnaire as a form of refusing to appear when summoned for jury duty, and you can indeed be found in contempt of court for doing that.
