Here, the hospitals put on yearly drills to see if they are prepared for a major catastrophe. Why did not the city, state or federal government have contingency to evacuate hospitals, care homes, etc.?
I thought the city did have a plan…it just wasn’t implimented.

In the Official Plan each hospital and nursing home was required to have their own evacuation plan (and this was supposed to be in place in order to be granted a licence).
