As a Columbus native, I completely agree. I had a roommate in college from Cincinnati who was a geology student. She took a lot of trips down to Big Bone Lick, and the other meaning never occurred to her until I mentioned something about it.

Kind of defeats the concept of having a sexual majority in the first place (I get it it’s to allow sex between minors, still I’m not sure that that very specific take on sexual majority is prevalent outside of the Unied States).
No, as noted it varies from state to state ( so as defined in some states yes, in other no ). In this particular case, as with certain others, it perhaps useful to think of the United States as functioning more like the EU - the law can change as soon as you cross a state border.
In the past it was the same, for example, for the consumption of alcohol, though federal arm-twisting via disbursement of highway funding has long since leveled that playing field. But technically this is in the purview of the individual state governments to regulate, not the federal government.
