Since when is the IRS under Caesar’s authority? Now, if he’d refused to pay taxes to the Roman Empire, you might have him on something, but come on now, we’re supposed to take that passage literally! 
I’m sure the IRS has at least one Cesare in its employ to foil this type of argument.
