As reported on the North Korean analysis site 38north, the UN has formed a group to investigate Human Rights violations in the DPRK with an eye toward slapping the leadership with a “Crimes Against Humanity” charge.
Q: Could this result in the forcible rendition or any of the little charmers and execute or imprison them?
I’m sure there are plenty of spooks around the world who would love to grab them.
Not without triggering a 2nd Korean War. The only country that has the slightest chance of pulling something like this off in China, and if they wanted to remove Kim & co from power discrete assasinations are far more probale then the Chinese handing anyone over to the ICC.
IMO without having a large amount of definitive, conclusive, hard evidence like we did at Nuremberg there’s no way any real formal charges could be brought against anyone. IOW until we have them in custody (obviously after a very bloody second Korean War, victory, an occupation, and war crimes trial) even filing the paperwork isn’t possible. Well, I suppose it’s possible, but without an active and successful military campaign backing it up the ICC, like the UN, is essentially impotent.
So maybe the plan is to have a case ready to go, and the next sanctions include the Articles by which the sanctions are backed by “UN Peacekeeping Troops”?
Which would allow any member state to seize assets (not just freeze) and, maybe, grab one of those “goodiies run” planes? (The expensive toys distributed to the top guys are bought in Singapore - the planes are so pathetic they have to re-fuel, which they do at Hong Kong)
