The monarch whose severe inbreeding caused deathly illness throughout his life.

A modern take of his likeness:

Could he have suffered from Progeria?

He lived to the age of 39 (minus a few days, dying just short of his birthday). Life expectancy with progeria is much less than that.

The “modern take” on his likeness hardly even looks like the original image.

Also, inbreeding in the family has nothing to do with progeria. That condition is the result of a genetic mutation, whereas the problem with inbreeding is that recessive traits can be present in both parents. Genetically, progeria is actually dominant (but it is still rarely passed on because people who suffer from it hardly ever have children themselves.

Klinefelter syndrome (XXY) is what he is believed to have suffered from.

Is this the guy whose single intelligible sentence was, “I am the Emperor, and I want noodles!” ?

This is attributed to Ferdinand I of Austria, a distant relative of Charles II (but note that the Wikipedia article has this quote about dumplings rather than noodles). Charles II was never emperor.

arent all Habsburgers distant relatives of all Habsburgers … some are even relatives of themselves …

.

Ferdinand de Gütige (Ferdinand the Benign)

in contemporary Vienna also known as Gütinand der Fertige

… (hard to parse into english … Fertig meaning “finished, done” - but in some contexts also stupid)
