All it does is push things back to the pre-1993 status quo, where the bar to service was an executive/military policy rather than statute. If the repeal goes through, the ball moves back into the President’s/Pentagon’s court, and some of us don’t really have the most optimistic view of what happens next, given the behind-the-scenes maneuvering that’s been going on.
