Why is it invasive in the Southern United States and not so in Japan?

It’s been spotted in Southern Ontario, along the north shore of Lake Erie. Winter should keep it under control. Actually, winter keeps a lot of things under control here.
heard that on CBC and they talked with a southern botanist (i recall) and he said they shouldn’t be worried.
