I think of an SPI wargame that my brother had back in the early 1970s. The topic fo the game was the battle, but my first thought is of the game map with the title KURSK in block letters in the corner.
Then the battle, then the city, then the submarine, but only because you mentioned it.
All three, but if asked to choose I would go with the tank battle since it was one of the defining points of 20th Century history and will be remembered hundreds of years from now, whereas the city and sub will be footnotes.

Submarine. When I saw the thread title on the main page, my first thought was “I wonder if that is about the sub or the city?” Forgot about the battle until I read the poll. While I try to know a lot about WW2, I don’t know much about battles that we 'Muricans din’t fight in…
Sub + battle pretty much equally.
Americans did help out, in that U.S. built M3 Lee tanks fought in the battle.

The battle (so meticulous in organization, so stupid in conception). Then, I suppose, the city. I had forgotten all about the sub 'til the mention in this thread.
