The answer you’re probably looking for is Ted Knight, but that was only true of the first season (the one with Wendy, Marvin, and Wonder Dog).
In subsequent seasons, the narrator was Bill Woodson. And no, I didn’t know that without Googling it! 
I’m guessing he just figured evil in the hearts of men…evil…heart…of…darkness…?
