Yes, that is precisely what I’m asking..
Police departments buy this software, so you can also. Some of it will be expensive, and municipal system providers may not want to deal with you. But there’s probably something equivalent at a reasonable price. And since there are so many retail apps available now, many municipalities will just be using the regular low cost off the shelf software already. I’m guessing you don’t actually care if it’s official police department software anyway.

The most common police composite software I’m aware of is Identi-Kit. If you don’t want to purchase premium professional software intended for law enforcement use and just want to have fun and screw around, there’s one called “flashface” that’s pretty neat, or at least used to be, its a paid app purchased for a small fee now and I haven’t seen it in a while.
