You could try wearing panting hose under your trousers.
Hair can be quite sharp sometimes. I have a shorthaired dog and occasionally when I get one of her hairs in my sandals just right it can get under my skin like a splinter and it hurts.

I’ve got lots of leg hair and it never happens to me. Must be the pants you’re wearing, wear jeans.
I get this with my back hair. It somehow gets caught in the waistband of my underwear. It happens a lot and it hurts like hell. I haven’t met a single person who experiences this, but I am a hairy dude. Thinking of waxing cause it bothers me so much, but that scene in The 40 Year Old Virgin has kind of scared me off.
Microfibre pants are the worst - I never have the issue with cotton chinos or jeans, but my suit pants pull leg hairs like anything.
I don’t think they ever pull the hair out, but I can feel a sharp tug as the fabric moves around my calves.
