Scam the scammer. Contact the local health department and report they had rats and cockroaches.
Good luck! Frankly the hotel should have said something at the time but maybe it’s harder to do this with smoking. We had a hotel try to charge a fee for the dog we had in the hotel room with us. Fortunately, I was checking out in person and insisted they remove the charge, as we clearly had no dog with us. I think a housekeeper must have heard a dog barking in someone else’s room near ours and ratted out the wrong room.
