I’m not sure why it would be illegal. Collection companies are in competition with one another. If you want a lower rate, find a collection company that offers one.
Can we assume you are the collector, not the collectee?
It’s a gamble on both sides. If 66% of something is more than 0% of nothing, it might be a bargain. Will they buy your uncollected items for a flat fee or will they remit a percent of what is collected?
If the latter, is 66% of the amount cheaper than your time/effort/expertise is worth, especially if the outcome is not guaranteed?
