From what I read about Gregg, it wouldn’t have been a surprise if he called a strike on a pickoff throw to first.
Gregg retired well before Pitch F/X came along, but if you want a general idea, check out this post for a number of .gifs of baseballs a foot-plus off the plate being called strikes. We know these days that the zone for left-handed batters is shifted off the plate vs. for right-handed batters (and vs. the rulebook zone), but Gregg exceeded even that by a decent bit.
Retired as in he was one of the umpires who Bud Segal refused to rehire after the Umpires strike. Turned to be kind of a sad case, although he was a horrible balls and strikes umpire.
During one game when he was behind the plate and a left handed hitter up, supposedly an exchange too place like this
(Pitch clearly outside, called a strike)
Hitter: Strike? That was in the right hand batters box
Gregg: yes it was
Hitter: so is that now the strike zone?
Gregg: it must be, because that was a strike.
No idea if this really took place, but I kinda hope it did.
