The amount they put in the claim is just a cap, to give the government some idea of what is at stake. It’s a silly requirement, as there is no downside to simply putting $100 million (or $20 million) in every claim. My guess is he’d get less from a jury, and would settle for less in they offer something substantial.

If it’s the common, non-hinged kind of cuffs (the ones with a chain) then they pivot so you can have your hands either both going the same direction, or opposite directions at will. So with your hands going the opposite direction each hand has access to the opposing arm. It doesn’t take a contortionist, just a normal person.
Jesus Titty-Fucking Christ, they almost killed him! He wasn’t even accused of anything, let alone convicted. I don’t give a fuck if you’re caught selling crack to the mayor’s daughter, you don’t deserve to be thrown in a cell without food and water for four days. He has a basic human right to be treated humanely while imprisoned, since the DEA violated that right then they need to make him whole. And if that offends your holier than thou morals, too fucking bad! Grow up!

Twice in one post you make the claim that this was deliberate behavior on the part of Chong. You ascribe fault to him for his being locked in that cell, but thus far you have shown us no information that would allow anyone to reasonably conclude that your version of events is anything close to an accurate description of reality.
I’ve got nothing whatsoever at stake here, but having read Kimmy Gibbler’s utterly absurd claims regarding this case, if he/she actually is an attorney, I wouldn’t hire him/her as my advocate at any price.
