You’re probably right; an intrusive operation to mutilate the child’s undeveloped genitals accompanied with an attractive large cash bonus to the parents (whose motives would never be anything but pure, despite the dollar signs in their eyes) is better after all. 
Maybe I was being a bit sweeping, foxfiregrrl, and I know this is not official Chinese policy, but there have been many, many examples of this being the practical application of the law. There were newspaper reports of it nearly every week when I was living in Hong Kong.
yojimbo, which idea do you think ludicrous? The OP (I agree with you), or the one that Mangetout espoused (I think it’s a good one)? I would be happy to pay taxes that are used efficiently for stuff that, in the long run, will save the country money: less crime => lower law enforcement bills.
I also acted the maggot when I was a teenager, but am not now a criminal. To what do I attribute that? My family, in the most part, my schooling in the second. Parenting skills classes surely wouldn’t be a bad idea.
Parenting skills classes might sound like a good idea but i don’t see it fixing any real problem. The real issue is the parents who just don’t give a shit. This is a socieital thing and can not IMHO be fixed by classes. Sure you can sit people down and get them to learn what they have to learn to pass a test but when they leave and go home with their cert they’ll still be the same lazy selfish dimwits they where before the class.
I don’t really view this problem as stemming from lack of knowledge lack. How much cope on does it take for somebody to realize that they should at least make an attempt to supervise their children?
Classes may help people who are willing to learn but I don’t think these are the type of parents that we are talking about. It’s the parents with the filthy snot nosed child who probably gets a slap every time they get in the way of the parents life who need to be dealt with. Classes aren’t going to change these idiots.
I don’t know the solution to this but I think classes would be just something to make middle class feel good about themselves and not actually address the problem.

However, there is such a thing as damage control.
How many of us object to this ruling? I sure don’t. The jerkwad has nine kids by four mothers, never paid a dime support and doesn’t intend to, never married any of 'em and possibly abused the kids.

I have thought about this before, and I have always wondered about having a program to pay people to be sterilized. Strictly voluntary. Say, $10,000 (pick a number) cash to be sterilized. Maybe more for men, since they can father more children than a woman can have, and for a longer portion of their lives…Maybe on a sliding scale, the younger you are, the more $$ you get. Women post menopause get nothing… fill in the details, you get the point.
Combine it with those tax incentives for taking some classes on being a parent mentioned earlier, and maybe you have fewer unwanted pregnancies, fewer abortions, and better care given to the children. What do you think?
Most of the cities and towns I’ve lived in require dog licences. In fact I registered my car and my dog both yesterday. For the dog I got a rabies tag and a piece of paper that says:
Dog Licence
Which gives all sorts of info about the rabies tag, and my address and phone number, brithdate, and of course, my name. then says " Is hearby authorized to keep the dog described as" and gives her particulars and the expiration date for her rabies shot.
If I didn’t have her licenced by April 30th I’d be fined $50 and/or have her taken away.
