That depends on what technique you use to go under the bar. Bending backwards you won’t be able to go near as low as those kids you see on tv who coast under the bar while doing the splits on rollerskates. If a person can only bend their knees 90 degrees, they must have awful arthritis!! I’d say most knees go at least 160 degrees. It’s probly more to do with how well you can keep your balance as you try to stay on your feet while doing an impression of a pocket knife. The limit I think is dependent on your body proportions and size rather than flexability.
No skates. Put another way, just how did they get to 6 1/2 inches - what combination of angles and muscles ?
