Dear Cecil,
I live in an apartment in Chicago and we have the new blue recycling bins. I'm curious to know if the waste is actually getting recycled. I hear so many different stories about what is going on with Chicago's recycling program, everything from "it's going great" to "The bins were just to pacify those concerned, but the waste ends up in the landfill anyway." What is the truth? Am I really recycling or am I living with the illusion of doing so?
