Lockerbie Compensation

This BBC News Online article states that Britain and the USA are demanding $740m (£500m) in compensation from Libya for the bombing of the Pan-Am flight that subsequently crashed into the Scottish town of Lockerbie.

Who gets the money? Is it split between the families of the American and British victims? What about the airline? Do the British and American Governments get any? What about Holland, who hosted the trial? The article reads like it is a joint demand by the UK and US Governments - if so, surely that will lead to some heated arguments between the two as to how the money is split.
