long shot - anyone heard of this sci-fi story?

I know this is a realllly long shot…but you never know.

A long time ago (on a planet far, far away…oops wrong reference) I read a short science fiction story (it was in a collection) about a guy who orders a copy of the book “Kidnapped” by Robert Louis Stephenson by mail. However, there is a bureaucratic mix-up, and his order somehow ends up on the desk of the police, and he becomes wanted for kidnapping. The whole thing spirals out of control. The story is told as a series of letters back and forth.

Any ideas who it was by, or where I could find it?
